swot-01When planning a city, visions and scenarios can be used as guides for what path different regions in a city can be developed from. Trailblazer and Pathfinder are two different scenarios for how a city can be developed presented in Sweden in the year 2021 (Swedish Environmental Protection Agency, 2003). Those two can be described as opposite poles where Trailblazer focuses on large scale and specialized development while Pathfinder focuses on small scale and differentiated development. Large supply areas, big logistical systems, concentration of buildings and resource management through recycling is how the desired future should be achieved in the Trailblazer method. Similarly, but the opposite, is how the future should be achieved in the Pathfinder method; small supply areas, small logistical systems, spreading of buildings and resource management through factor 4-law. Despite the differences both of the methods can be used in the same city, but which one suits best for different futures must be carefully evaluated.

Decreased usage of cars.
Reduced dependence on cars to decrease pollutions.

Closeness to green areas of good quality.
Closeness to nature has many advantages for peoples health and well-being (Swedish environmental protection agency, 2006), and will become more important with the increasing urbanisation. Closeness to nature does not have to be measured only in distance though – depending on the site it can also be about accessibility to nature.
Develop Luleå as a city for students.
Luleå University of Technology is a big part of Luleå’s identity. To develop the city with the university in mind, social sustainability can be achieved through education.
Economical sustainability
Develop possibilities for companies to establish in Luleå.
Luleå’s geographical position in Sweden have many advantages for a powerful industry and commerce. Stable businesses increase Luleå’s attractivity and support population growth.
Spatial goal
Good accessibility by foot and bicycle.
Transportation by foot and bicycle has advantages for ecological, social and economical sustainability, all in once. The missing key to increase the number of people travelling by these type of transports is the accessibility.
INDICATORSindikatorer-01Indicators are powerful planning tools that can be used as measurement in the progress and for evaluation and comparison. The indicators in this part has been set up from the goals above and are important factors to achieve the goals and by that also a sustainable development.
Decreased usage of cars.
Indicator: Maximum 300 meters to closest bus stop.
It is important to change the residents attitude towards public transportation. One step to achieve that is to make public transportation easier to use. Since every trip starts by foot, closeness to public transportation is crucial when trying to increase the number of people choosing that before cars.
Closeness to green areas of good quality.
Indicator: Maximum 500 meters to a recreation area.
400 – 500 meters is a distance most people find acceptable for walking in ordinary daily situations (Gehl, 2011). This depends on the shape of the path, and the fact that elderly, disabled and children might need a shorter distance. However, recreational areas within a radius of 500 meters encourage people to use them and if we build connections to them smart, it can be achieved without threatening the density of urban areas.
Develop Luleå as a city for students.
Indicator: Maximum 20 minutes of travel time to the University by foot, bike or public transport.
The University is with its position in the city rather easy to get to and from, or at least easy to develop good connections to the rest of the city. With better connections to and from the University, the places possible for student to live at increases which will be positive for Luleå as a city for students.
Develop possibilities for companies to establish in Luleå.
Indicator: Provide attractive business areas and increase business start-ups.
With good conditions for companies to establish their business Luleå grows in attractivity, which then encourage further growth. Many factors profits from this; unemployment, population growth etc.
Good accessibility by foot and bicycle.
Indicator: Unbroken cycle paths between all parts of the city.
Distances in Luleå feels greater than they are, a lot because of the lack of continuity of the paths. As mentioned before it has to be easy to make people choose walking or biking as transportation modes, easier than others are. Unbroken paths with simple directions and good road conditions plays a significant role.

områden-01The areas in Luleå that from the analysis were found to be possible to develop are Porsön, Hällbacken, Björkskatan, Hertsön, Centrum and Skutviken.
     The areas have great potential and can contribute to Luleå’s growth and to the desired image of the city described in Vision Luleå 2050 (Luleå Municipality, 2008).
    Suitable areas for scenario Trailblazer or Pathfinder, alternatively areas where either Trailbalzer or Pathfinder could be applied.

IMPACT ASSESSMENT
assessmentThe scenarios were assessed by how well the goals will be able to be reached by implementation of each scenario. As a result, Trailblazer is the most suitable scenario for development in Luleå to reach the goals.
